A worldwide study carried out by the Joomla Open Source Community points to Cape Verde as a major reference in the appropriation of its open source software.
Thanks to this free software, developing countries such as Cape Verde are now able to compete with others in the use of new technology.
According to information from state-run Operational Information Society Nucleus (NOSi), the study was aimed at evaluating the use and acceptance of Joomla on a worldwide scale through the web after three years of existence. “We were surprised to find out that this tiny nation was embracing the Joomla project with considerable enthusiasm,” confessed one NOSi official.
According to the same source, the implementation of the Electronic Governance Action Plan and the Strategic Information Society Plan has made use of the Joomla platform for the elaboration of many websites in Cape Verde, both for state services and private entities.
For NOSi, it is “comforting” to see that open software is contributing toward capacity-building in developing countries and confering upon them the same technical capacities seen in developed nations.
